Prologue

Verna barely seemed to hear him. Her eyes were distant, unfocused. “It was always about power, Tom,” she whispered. “I wanted to control everything – the gangs, the politicians, you.”
Tom shook his head, feeling a sudden surge of anger. “You were never going to control me,” he said. “I was always going to do what was right, no matter the cost.”
Verna’s eyes flickered, and she gave a faint smile. “I know that now,” she said. “But it’s too late for me. Save yourself, Tom.”
Tom hesitated for a moment, torn between his desire to help Verna and his duty to his city.
But then he remembered all the lives that had been lost, all the blood that had been shed. He knew he couldn’t let Verna win.

CASPAR’S MAN

We need Leo’s son taken out. He’s causing us trouble.
TOM
(shaking his head)
That’s not an easy job. You know Leo won’t take kindly to it.
CASPAR’S MAN

Verna stands in the center of the room, her hands raised in surrender. In the corner of the room, a bound and gagged Leo struggles to free himself.

What have you done, Verna?
VERNDA
(smirks)
I did what I had to do to survive. And now, I have what I want.
Tom approaches Verna cautiously, his gun still trained on her.
