Prologue
The year was 1980 and the United States of America was in the grip of a multi-billion dollar fraud. The political elite had been infiltrated by a small band of criminals, and their secret dealings had become a tool of manipulation and power.
The FBI had become aware of the situation and was determined to stamp out the corruption, but they had no idea how. That’s when they turned to the world’s greatest con man, Melvin Weinberg.
Weinberg had a knack for crafting elaborate schemes and creating a unique brand of wit; he was the perfect man for the job. He devised a plan for an undercover sting operation, codenamed “Abscam” to root out the corruption within Congress.
Act One: Setup
The first step in Weinberg’s plan was to create a “front” company, the Arab-American Financial Corporation (AAFC). This company was set up as a legitimate business that dealt with investments, but in reality it was a front for the FBI’s operation.
He staffed the company with his own employees, many of whom were criminals. Weinberg’s team was tasked with creating a slew of fraudulent investments that would lure unsuspecting victims into bogus schemes, including congressmen.
The team set up a network of fake companies and banks to facilitate the money laundering process, and then began to approach politicians with their investment offers. Weinberg was masterful in his use of deception, and soon he had ensnared the attention of several high-profile politicians.
Act Two: Investigation
The FBI had set up offices in various cities across the United States in order to investigate Abscam. Agents posed as businessmen to meet with the congressmen and engage in bribery and corruption.
The agents wore recording devices, and their conversations were monitored by the FBI. As the investigation progressed, Weinberg’s team uncovered evidence of bribery and money laundering by members of Congress.
In addition to the bribery, they uncovered evidence of tax fraud and embezzlement. Although Weinberg had expected the con job to be successful, he was shocked at the size and scope of the scandal.
Act Three: Arrests
Over the course of the investigation, the FBI was able to arrest several members of Congress on charges of bribery and corruption. These arrests sent shockwaves through Washington, and many were left wondering how this could have happened.
The scandal became known as Abscam, and it served as a wakeup call for the American public. This event highlighted the need for increased oversight and transparency within the government and set the stage for future anti-corruption initiatives.

CAMERON YOUNG, a young FBI agent, strides purposefully towards the entrance of the large FBI office. He wears a crisp ironed suit and small wire-rimmed glasses.
Camera zooms in on Cameron’s face as he takes a deep breath and pushes open the doors.
INT. FBI OFFICE – DAY
CAMERON enters the office, he is greeted by a few FBI agents that look up from their desks.
SENIOR AGENT
Ah, just the man we were waiting for.
CAMERON
Good morning, sir.
SENIOR AGENT
Come on through, we’ve got something special ready for you.
CAMERON follows the Senior Agent into an office.
INT. FBI OFFICE – OFFICE – DAY
The Senior Agent points to a chair for Cameron to sit in and then takes his place behind a desk.
SENIOR AGENT
I’ve got a mission for you, Cameron. It won’t be easy, but it’s important.
CAMERON
I’m ready, sir.
SENIOR AGENT
We need to root out corruption in Congress. We’re starting an undercover operation that we’re calling “Abscam.”
CAMERON
Abscam?
SENIOR AGENT
Yes, it stands for “Absolute Corruption and Money Scam.” We’ve got the world’s greatest con man, Melvin Weinberg, working as our consultant.
CAMERON
(surprised)
Melvin Weinberg?
SENIOR AGENT
That’s right. We’re going to lure congressmen with money and favors, and see if they will accept bribes. You’ll be the one to make contact with them, posing as an Arab sheikh and giving away money.
CAMERON
(hesitant)
I… I’m not sure if I’m the right person for this job, sir.
SENIOR AGENT
You’re perfect for this job, Cameron. You’ve got the ideal combination of intelligence, skill, and integrity that we need.
CAMERON
I… I guess I’ll do it then.
SENIOR AGENT
Good man. We’ll go over the details next week.
The Senior Agent stands up from his desk, signaling the end of their conversation.
SENIOR AGENT
You’re dismissed.
CAMERON
Yes, sir.
CAMERON stands up and leaves the office.
EXT. FBI OFFICE – DAY
Cameron emerges from the office, a look of determination on his face.
CAMERON (V.O.)
I had no idea what I was getting myself into, but I knew it was important. I had to do this. I had to root out corruption in Congress.
